		<p>Since April 2007, Hongkong Post has contracted out the e-Cert services of Hongkong Post Certification Authority to E-Mice Solutions (HK) Limited [&#39321;&#28207;&#20740;&#36575;&#20449;&#24687;&#25216;&#34899;&#26377;&#38480;&#20844;&#21496;] (the “current contractor”). The current contract, after a 12-month extension, will expire on 31 March 2012.</p>
        <p>As a result of an open tender process conducted by Hongkong Post in mid-2011, Certizen Limited [&#32761;&#26185;&#38651;&#23376;&#21830;&#21209;&#26377;&#38480;&#20844;&#21496;] (the “new contractor”) has been awarded a 6-year contract to operate e-Cert services for the period from 1 April 2012 to 31 March 2018.</p>
        <p>The new contractor will be responsible for maintaining the existing e-Cert services. During the transition of service provision from the current contractor to the new contractor, there will be no change to the procedures of application for and renewal of e-Cert.</p>

		<p>Recently, there is an emerging concern on lithium batteries or perfumery products sent through the postal channel. Besides, more cases involving failure to provide truthful or detailed description of mail contents on the customs declaration form have been found. To avoid delay or return of mail due to non-compliance with relevant requirements, senders should note the following:</p>
		<ol><li><p>In accordance with the requirements of Universal Postal Union, International Civil Aviation Organization and International Air Transport Association, all dangerous articles such as perfumery products and lithium batteries are not admissible for posting by air mail (including Speedpost).</p></li>
		<li><p>Senders must provide a detailed and truthful description (i.e. details, quantity and weight or volume, etc.) of mail contents on the customs declaration form. Generic terms such as food, sample, cosmetics, electronic accessories and toy accessories are not acceptable. For cosmetics and liquids, the specific name and quantity/volume should be stated in detail, e.g. lipstick 1 no., eyeliner 1 no., foundation cream 1 no., skin toner 100 ml, shampoo 100 ml, etc.</p></li></ol>
