The Postmaster General, Mr Luk Ping-chuen, announced today (September 13) that a souvenir cover will be available for sale at the 38 philatelic offices from September 19, 2002 to October 3, 2002 to mark the successful conclusion of the Asian and Pacific Decade of Disabled Persons in this year.
The cover design comes from the champion design , created by Mr Chun Kwok-wai, of the souvenir cover design competition jointly organised in April 2002 by Hongkong Post, the Health, Welfare and Food Bureau and the Rehabilitation Advisory Committee. The Contest's aim was to encourage Hong Kong people to join hands in promoting the spirit of "A Society for All" and highlight the achievements of people with disabilities in various fields and their contributions in the community. The price of the cover is $2 each.
A special postmark will be introduced on October 3, 2002. Hand-back service to official and privately-made covers bearing an indication of the event and a local address will be provided at 38 philatelic offices on that day. The GPO-1 hand stamp and pictorial postmarks will also be available for hand-back service at all philatelic offices on the same day.
The public hall of Hongkong Post Stamps Philatelic Bureau will open from 9 am to 5 pm on October 3, 2002 for datestamping covers with the "Philatelic Bureau" pictorial postmark, the GPO-1 postmark as well as the special postmark.
